>> in fact, these numbers are huge for those negotiations. president obama's argument has been that the economy is doing well enough that it could handle a tax hike. if the economy were in recession, as we saw last time, he would be reluctant to lift that top rate. if the economy is growing sharply, then if there's some damage from lifting the top rate, maybe the economy could afford it. gdp growth number is not as strong as the jobs report f we had a really weak jobs report, the president would have a really hard time, even getting moderate democrats, to increase the marginal rate. the fact that it's a strong report puts wind in his sails. >> kevin, you've touched on it a little bit. can you be more specific about what you think we're missing from today's report? >> well, i think that what's missing from the report, if we're looking at the health of the overall economy, is that businesses are really pessimistic right now. we've had five months in a row where the orders for capital goods have been going down and, in fact, going down sharply.

barak obama got zero votes for obamacare and that's unprecedented. then you come to the summer of 2011, you had the big super committee over deficit reduction. basically trying to negotiate the same thing they are now and that collapsed. it seems to me that barak obama is someone a president, surprisingly enough, who just does not know how to negotiate a political deal with the other side. >> steve: you're absolutely right. he doesn't want to make a deal. he's less monty burns from the simpsons where he's trying to extract and exact political pain on the republicans. >> i think it's a combination of arrogance. he may be the most arrogant person who ever sat in the oval office. a combination of that and inexperience and if you put those two combinations together, you get someone who is so confident in his own point of view, his own position that he can't recognize any validity in the other person's point of view. >> steve: we've talked to a number of people who say, you know, the president could be overplaying his hands. he thinks he's got all the car

the thing obama couldn't get last time and can get this time is more revenue even if congress refuses to ask. we go over the fiscal cliff rates reset under bill clinton and you're negotiating a tax cut not a tax increase. other thing the way weight of public opinion since that level has moved strongly against republicans. look who the public says they're going to blame if we go over the cliff, it's republicans because they see them as having forced the issue last time around, been willing to do this this time around. one reason boehner is grumbly and nervous because he doesn't have any leverage. >> i want to point this out. this is interesting in terms of the smoke and mirrors how this will play out for the republicans. in the "wall street journal" they write obama's flexible on highest tax rates. white house's flexibility, described by bowls, confirmed by the administration officials, could envision tax rates -- tax rate increase from the current level but was less than clinton era levels. if the republicans can say, we cut taxes from where they were under clinton it gives them cover
